Këtu është modeli i shabllonit të letrës që qytetarët mund ta plotësojnë me historitë e tyre personale. Ky model është hartuar në mënyrë që të jetë formal për gjykatën, por në të njëjtën kohë të mbartë mesazhin e fuqishëm dhe emocional të përjetimeve reale të popullit të Kosovës.

Nga Bill of Rights te UÇK-ja: Logjika universale e çlirimit dhe detyra jonë sot
Historia globale dëshmon se liria dhe demokracia nuk janë produkte të vullnetit të mirë të pushtetit, por rezultat i rezistencës së organizuar. Në historinë perëndimore, kthesat e mëdha sociale filluan si protesta për to korrigjuar padrejtësitë strukturore. Karta e të Drejtave në SHBA (Bill of Rights) e vitit 1791 u plotësua përmes presioneve të vazhdueshme qytetare. Po ashtu, Amendamenti i 19-të në vitin 1920 që i dha grave të drejtën e votës, dhe Lëvizja për të Drejtat Civile e viteve 1950–1960 që i garantoi votën popullatës afro-amerikane përmes Aktit të të Drejtave të Votimit në vitin 1965, u realizuan vetëm pas dekadave të tëra marshimesh intensive. Protesta ka qenë gjithmonë hapi i parë dhe mjeti parësor i qytetarisë.
Megjithatë, kur një regjim kalon nga shtypja politike në dhunë sistematike dhe ekzistenciale, teoria politike dhe e drejta ndërkombëtare njohin të drejtën universale për vetëmbrojtje. Ky kalim paradigmash ndodhi në Kosovë pas vitit 1989, kur suprimimi i dhunshëm i autonomisë nga regjimi i Sllobodan Millosheviqit u pasua nga një politikë e egër segregacioniste. Mbi 100,000 punëtorë shqiptarë u dëbuan masovikisht nga puna, institucionet arsimore e shëndetësore u mbyllën dhe çnjerëzimi i një populli të tërë u shndërrua në strategji shtetërore. Kur nuk mbeti asnjë mjet tjetër ekzistence, rezistenca paqësore u detyrua të kalonte në fazën e vetëmbrojtjes së armatosur, në pragun e shtëpisë.
Në këtë pikë, lufta nuk ishte zgjedhje, por e vetmja rrugë për mbijetesë kundër një makinerie shfarosëse dhe strukturave kolaboracioniste. Lindja e Ushtrisë Çlirimtare të Kosovës (UÇK) ishte një domosdoshmëri historike. Në këtë dritë, katërshja udhëheqëse e saj – Hashim Thaçi, Kadri Veseli, Jakup Krasniqi dhe Rexhep Selimi – veproi drejt. Veprimi i tyre ndan të njëjtat parime legjitime me Luftën e Pavarësisë së Amerikës (1775–1783), me lëvizjet antifashiste franceze, polake e sllovake kundër administratës hitleriane gjatë Luftës së II Botërore, dhe me lëvizjet e shteteve të Baltikut (Estonia, Letonia, Lituania) e Ukrainës për t’u çliruar nga prangat koloniale të BRSS-së në vitet 1990–1991. Pa atë kryengritje të shenjtë, sot nuk do të kishte Kosovë të lirë dhe as demokraci.
Sot, kjo histori e lavdishme po përballet me një proces gjyqësor në Hagë. Si qytetarë që gëzojmë lirinë falë asaj sakrifice, ne kemi një detyrë morale të ngritemi në mbrojtje të të vërtetës sonë historike. Prandaj, ju bëj thirrje të gjithë bashkëatdhetarëve që të organizohemi në protesta paqësore, dinjitoze dhe absolutisht të qeta, ashtu siç i ka hije një populli që respekton rendin demokratik për të cilin luftoi. Dhuna nuk na përfaqëson; fuqia jonë qëndron te drejtësia e kauzës sonë dhe te zëri ynë i unifikuar.
In kuadër të këtyre protestave, ne duhet të ndërmarrim dy hapa konkretë dhe urgjentë:
1. Nënshkrimi i një peticioni masiv kombëtar: Ky peticion do të qëndrojë i hapur për nënshkrim nga të gjithë pjesëmarrësit dhe do t’i dërgohet zyrtarisht Gjykatës në Hagë për të dëshmuar se lufta e UÇK-së ishte një lëvizje mbarëpopullore çlirimtare.
2. Dërgimi i letrave individuale mbështetëse: Çdo qytetar duhet të shkruajë historinë e tij personale apo familjare të asaj kohe – duke shpjeguar përmes modelit të bashkëngjitur më poshtë se pse UÇK-ja ishte e vetmja shpresë për shpëtim.
Këto letra të historisë sonë të gjallë duhet të dërgohen përmes postës zyrtare në adresat e mëposhtme në Hagë:

Në atë moment të errët, Ushtria Çlirimtare e Kosovës (UÇK) ishte e vetmja shpresë për shpëtimin dhe mbijetesën tonë biologjike. Ajo nuk ishte një sipërmarrje e izoluar, por një lëvizje mbarëpopullore çlirimtare.
Udhëheqësit tanë si Hashim Thaçi, Kadri Veseli, Jakup Krasniqi dhe Rexhep Selimi bënë atë që çdo komb dinjitoz në botë ka bërë përgjatë historisë përballë tiranisë dhe shfarosjes – që nga Lufta e Pavarësisë së Amerikës e deri te lëvizjet antifashiste në Evropë.
Përmes kësaj letre, unë dua të deklaroj se liria që gëzoj sot mban vulën e sakrificës së tyre. Prandaj, kërkoj që drejtësia të triumfojë mbi propagandën, dhe që udhëheqësit tanë të kthehen aty ku e kanë vendin – në mesin e popullit që i rriti, i mbështeti dhe që sot u përulet për lirinë e fituar.

## From the Bill of Rights to the KLA: The Universal Logic of Liberation and Our Duty Today
Global history demonstrates that freedom and democracy are rarely the products of a ruling power’s goodwill; they are the hard-won results of organized resistance. In Western history, major societal turning points began as protests to correct structural injustices. The American Bill of Rights of 1791 was completed through continuous civic pressure. Similarly, the 19th Amendment in 1920, which granted women the right to vote, and the Civil Rights Movement of the 1950s–1960s, which specifically guaranteed the vote to the African American population through the Voting Rights Act of 1965, were achieved only after decades of intensive marches. Protest has always been the first step and the primary tool of citizenship.
However, when a regime transitions from political oppression to systematic and existential violence, political theory and international law recognize the universal right to self-defense. This paradigm shift occurred in Kosovo after 1989, when the violent suppression of its autonomy by the regime of Slobodan Milošević was followed by a brutal segregationist policy. Over 100,000 Albanian workers were mass-dismissed from their jobs, educational and healthcare institutions were shut down, and the dehumanization of an entire population became state strategy. When no other means of existence remained, peaceful resistance was forced to transition into the phase of armed self-defense at the doorstep.
At that point, war was not a choice, but the only path to survival against an exterminating state machine and collaborative structures. The birth of the Kosovo Liberation Army (KLA) was a historical necessity. In this light, its leadership quartet—Hashim Thaçi, Kadri Veseli, Jakup Krasniqi, and Rexhep Selimi—acted justly. Their actions share the same legitimate principles as the American Revolutionary War (1775–1783), the French, Polish, and Slovak anti-fascist resistance movements against Hitler’s administration during World War II, and the movements of the Baltic States (Estonia, Latvia, Lithuania) and Ukraine to break free from the colonial shackles of the USSR in 1990–1991. Without that sacred uprising, there would be no free Kosovo and no democracy today.
Today, this glorious history faces a judicial process in The Hague. As citizens who enjoy freedom thanks to that sacrifice, we have a moral duty to stand up in defense of our historical truth. Therefore, I call upon all compatriots to organize in peaceful, dignified, and absolutely calm protests, as fits a people who respect the democratic order they fought for. Violence does not represent us; our power lies in the justice of our cause and our unified voice.
Within the framework of these protests, we must take two concrete and urgent steps:
1. Signing a Massive National Petition: This petition will remain open for signatures by all participants and will be officially sent to the Court in The Hague to demonstrate that the KLA war was a nation-wide liberation movement.
2. Sending Individual Letters of Support: Every citizen should write their personal or family history from that period—explaining through the attached template below why the KLA was the only hope for salvation.

Our leaders, such as Hashim Thaçi, Kadri Veseli, Jakup Krasniqi, and Rexhep Selimi, did what any dignified nation in the world has done throughout history when facing tyranny and extermination—from the American War of Independence to the anti-fascist movements in Europe.
Through this letter, I wish to declare that the freedom I enjoy today bears the stamp of their sacrifice. Therefore, I request that justice triumph over propaganda, and that our leaders return where they belong—among the people who raised them, supported them, and who bow to them today for the freedom won.
